A Brand-New Neighborhood for Tulsa North

Ogans Circle

The Tulsa Development Authority has partnered with Capital Homes to create Ogans Circle, a brand-new home development that will be situated in the heart of Tulsa north. “This quiet, self-contained cul-de-sac will contain 14 new single-family homes and provide high quality, affordable three and four bedroom homes starting in the $140s.”

Up to $4,000 is being offered by Capital Homes in closing cost assistance. This money does not have to be repaid, according to Sofia Nagda, Capital Homes Project Liaison. However, the money is not available to investors. It is available to home owners who will commit to living in the house for at least five years. The Oklahoma Eagle asked Nagda if the purchase of the houses is restricted to residents who currently live in Tulsa north; she said no, anyone may purchase these houses.

The TDA will also offer up to $4,000 in down payment assistance. The same rules apply, according to Q.C. Walker, TDA’s executive director, assistance is available to homeowners who will commit to living at least five years in the home.

 Esther Ogans

Esther Ogans, for whom the development is named, has been a voice in and for Tulsa for decades. She had no idea that the development would bear her name but she said “…it makes me feel good!” The 81-year old Ogans has spent years going to City Council meetings and helping with community projects, including this housing development. She was known by many mayors “on a first name basis.”

She was surrounded by family and friends as she helped break ground for Ogans Circle.

Location

The ground-breaking ceremony was held March 8 on the property at the intersection of East Virgin Street and North Kenosha Court. This property is located just west of Lacy Community Center and is three miles from downtown Tulsa and close to Booker T. Washington High and Carver Middle Schools.

            David Charney, Owner of Capital Homes, said “Affordable doesn’t have to be ugly or cheap!” His company is committed to building “high quality, energy-efficient homes the right way, at the right price.” However, he does care about how his company performs. If all goes well, Charney and TDA board member Roy Peters said “…we’ll do it again!” Three of the homes will be complete by June of 2017.

Capital Homes has an A+ rating with the Tulsa Better Business Bureau.

 Attendance

There were about 100 people in attendance. Among the attendees was City Counselor Vanessa Hall-Harper (District 1) where the houses will be located and Jonathan Townsend, Assistant to the Mayor for Community Development and Policy.
